While the development of digital media and social networks has profoundly reshaped the production and circulation of information, particularly in urban and peri-urban centres, a large proportion of the population remains poorly connected or excluded from digital information spaces.<\/p>\n\n\n\n<p>In this context, community media, local information relays, civil society organisations and other stakeholders can play a significant role in providing access to information. Recent studies have highlighted a lack of data concerning community radio stations.<\/p>\n\n\n\n<p>Fondation Hirondelle wishes to deepen its understanding of the local information ecosystem in Mauritania by developing an updated national mapping of community radio stations. By community radio, Fondation Hirondelle refers to media rooted in a community that produce local, reliable and independent information in formats and languages adapted to their audiences, foster dialogue among social actors, give voice to populations and contribute to social cohesion, civic participation and conflict prevention.<\/p>\n\n\n\n<p>The study is exploratory and qualitative. It seeks to identify trends, mechanisms and avenues for action that may guide future Fondation Hirondelle interventions.<\/p>\n\n\n\n<p><strong>Specific objectives<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Map the community radio stations that make up the local information ecosystem in Mauritania.<\/li>\n\n\n\n<li>Document their editorial offer, effective coverage, operational model and regulatory environment.<\/li>\n\n\n\n<li>Understand the information practices of populations that follow these media.<\/li>\n\n\n\n<li>Analyse information circulation dynamics between offline and accessible online spaces.<\/li>\n\n\n\n<li>Formulate operational recommendations for future interventions.<\/li>\n<\/ul>\n\n\n\n<p><em><strong>You will find details on the expected methodological approach and the scope of the study in <a href=\"https:\/\/www.hirondelle.org\/wp-content\/uploads\/2026\/06\/TdR-EtudeMediaProximite_Mauritanie_EN-vf-30.06.26.pdf\">this document<\/a>.<\/strong><\/em><\/p>\n\n\n\n<p><strong>Timeline and budget<\/strong>:<\/p>\n\n\n\n<p>The budget allocated to this study is set at between <strong>EUR<\/strong><strong> 6,500<\/strong> and <strong>EUR 8,500<\/strong>, which includes all costs, including those for field travel.<\/p>\n\n\n\n<p>Should a consultant based abroad be selected, airfare, accommodation and per diem expenses will be covered separately by Fondation Hirondelle.<br><br>Preliminary findings and the interim report are expected no later than the <strong>week of 28 September 2026.<br><\/strong><br>The final report must be submitted during <strong>the week of 5 October 2026<\/strong>.<\/p>\n\n\n\n<p><strong>Deliverables<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Methodological note<\/li>\n\n\n\n<li>National mapping (map and database)<\/li>\n\n\n\n<li>Interim report<\/li>\n\n\n\n<li>Final report and recommendations<\/li>\n\n\n\n<li>PowerPoint presentation for oral presentation.<\/li>\n<\/ul>\n\n\n\n<p>All deliverables shall be submitted in French or English.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><br><strong>Qualifications<\/strong><\/strong><\/h3>\n\n\n\n<p>The study may be conducted by an individual consultant or a team of consultants. <strong>Preference will be given to local and\/or regional bids<\/strong>.<\/p>\n\n\n\n<p>The expected profile includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Expertise in information sciences, media sociology or media development;<\/li>\n\n\n\n<li>Knowledge of the Mauritanian context;<\/li>\n\n\n\n<li>Mastery of qualitative methods in fragile or hard-to-access environments;<\/li>\n\n\n\n<li>Experience in studies on information practices, media or social cohesion;<\/li>\n\n\n\n<li>Sensitivity to gender and inclusion issues;<\/li>\n\n\n\n<li>The ability to work in French or English, as well as Hassaniya or Pulaar.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>SUBMISSION<\/strong><\/h3>\n\n\n\n<p>The proposal must include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A section demonstrating understanding of the Terms of Reference;<\/li>\n\n\n\n<li>The proposed methodology and preferred data collection tools;<\/li>\n\n\n\n<li>The estimated number of key informants;<\/li>\n\n\n\n<li>A work plan including estimated days;<\/li>\n\n\n\n<li>A detailed budget; CV(s) of the expert(s); and two references.<\/li>\n<\/ul>\n\n\n\n<p>The proposal must not exceed 15 pages including annexes.<br><br>It should be sent to <a href=\"mailto:julie.godignon@hirondelle.org\">julie.godignon@hirondelle.org<\/a> <strong>before 19 July 2026, <\/strong>with the following subject &#8220;[NAME] &#8211; Mauritania Study&#8221;.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About Fondation Hirondelle<\/strong><\/h3>\n\n\n\n<p>Fondation Hirondelle is a Swiss non-profit organisation working to ensure that people facing crises have access to reliable, local and independent information.
